FRACTIONAL - Chief Information & Technology
Officer (CITO)
Location: Irvine, CA
Position Description
Search has been retained to identify and recruit an experienced and
highly qualified Chief Information & Technology Officer.
Reporting to the CEO, the CITO is primarily responsible for assuring
Company’s technology strategy serves its business strategy by
establishing, implementing, monitoring and enforcing the technology
strategy, governance, standards and policies across the Institute. The
incumbent will establish IT strategic direction and oversee day-to-day
execution of operational technology initiatives at Company. The CITO
will collaborate closely with the other Executives and Managers within
the organization to ensure integration and efficacy of technology and
security initiatives. Key initiatives
will require engaging IT, security, product, business functions and
external security services resources to drive to a shared purpose and
mission. The CITO may also need to grow strong community relationships
to create a feedback loop that informs on best practices. Developing
secure technology and access to information assets are critical to
achieve business objectives. Key outcomes in this role are:
- Establishing and maintaining integrated information, technology
and security capabilities.
- Delivering a reliable and high-performing organization, IT
infrastructure and business systems.

while supporting and advancing business objectives.
- Assessing technologies and designing technical architectures to
increase business agility and manage complexity.
- Building a staffing and resource plan that supports Company’s
strategy while considering creative and efficient ways to
execute the strategy with varied staffing models.
1. Key Responsibilities
Assure reliability and optimal performance of IT systems to support core
business operations, integrate with information security requirements
and facilitate product development and management cycles.
Capability Build
- Resolve foundational issues around reliability and performance
of IT systems.
- Create IT-enabled business capabilities to attain strategic
objectives (customer, market, competition, etc.)
- Increase IT process maturity.
- Implement standardized development, testing, and transition
methods and process.
- Implement robust, standardized program and project management
disciplines.
- Create/enhance risk management strategy, policies, processes,
and controls to mitigate organization exposure.
- Manage vendors, contracts and vendor risk.
IT Asset Management
Execute enterprise-wide IT security program and capabilities to
ensure all IT assets are secured.
Develop process to have accurate view of IT assets inventory and
secure IT assets.
Technology Strategy and Application
Develops an operating model that balances the need to drive
innovation, customer experience, and modernization across the
enterprise.
Work in close partnership with Product Management to ensure optimal
tradeoffs regarding new technologies and addressing business needs.
Ensure that security is embedded in the project
delivery process by providing the appropriate information
security policies, practices and guidelines.
2. Establish Information Technology Governance
- Facilitate an information technology governance structure
through the implementation of a governance program, in alignment
with all stakeholders. This governance structure will address
all critical elements including policies, procedures for IT
department. k
- Technical guidance on high priority projects and vendor
management.
- Provide regular reporting on the current status of information
technology portfolio to Chief Executive Officer and the board of
Governors as part of a strategic enterprise risk management
program, thus supporting business outcomes.
- Actively engage line-of-business leadership to address their
unique operational requirements and build their understanding of
the technology needs, their critical assets, including
establishing a security champion program to mobilize employees
in all locations.
- Establish and maintain effective governance for IT controls.
3. Lead and Manage
- Communicate the company’s technology strategy to the board,
management, staff, partners, customers, and stakeholders with
effectiveness to assure understanding and buy-in.
- Lead and teach team members.
- Ensure technical depth in critical areas through skill
building,
providing relevant methodologies and tools to team members,
and
creating a learning environment.
- Develop leaders and decision makers who are empowered to
make
decisions and be accountable.
- Create a culture characterized by trust, teamwork and the
modeling of Company core values.
- Define and maintain an IT core competency strategy and plan
to
guide talent investments and focus.
- Attract, develop, and retain top talent to continually
improve
IT capabilities necessary to increase performance of the
organization.
- Define and execute forward-looking plans to develop relevant
new
technology skills and capabilities.
- Drive performance improvement and instill a continuous
improvement mindset in team members.
- Identify efficiency (cost and productivity) improvements.
- Leverage process and technology to drive down unit costs and
ensure consistent performance – focused on continuous
improvement. Provide detailed IT service costs for effective
cost management in delivering IT services.
- Create and maintain ongoing continuous improvement program
and projects (e.g., black belts, lean IT)
- Evaluates technology alternatives and collaborates with
product, research and development, and information security
initiatives as they relate to the Company’s current and
future technology offerings.
- Identifies and manages vendor relationships effectively to
achieve sustainable levels of value for money and
flexibility.
- Create strong partnerships with business areas through account
management, IT investment guidance, and performance reviews.
- Create service level agreements (SLAs) with business areas
and operating level agreements between IT functions and
vendors to ensure SLAs are met.
- Delivers on commitments, such as SLAs, projects, through
operational excellence.

Domain Expertise
- Broad and deep experience across multiple domains, e.g. Engineering,
Enterprise Architecture, Infrastructure, AI, Business Applications,
Information Security.
- AProven track record and experience in developing information
technology and information security policies and procedures and
implementing controls that balance operational, day-to-day
execution,progress against longer-term priorities while managing to
agreed risk thresholds.
- Managed, developed and implemented Large ERP or other business
systems.
- Experience in developing cloud computing strategies and
implementation of those strategies.

Qualifications
- Minimum of 15 years in a senior role leading large-scale, complex
IT organizations with breadth and depth across multiple domains,
e.g., Technology, Engineering, Information security, Applications,
IT PMO.
- Experienced in having led a digital transformation for a business
unit or business, specifically having helped identify and implement
business solutions that enhanced the overall customer experience
(internal and external).
- Knowledge of common frameworks, such as ISO/IEC 27001, ITIL, COBIT
as well as those from NIST, including 800-53 and Cybersecurity
Framework.
