Unified Grants & Programs Platform : Federal Digital Economy Agency
Federal Government Agency — Southeast Asia
The Challenge
The agency administered a sprawling, fragmented estate of 50+ aging applications across its grant and investment programs:
- Legacy Paralysis — Over half the application estate was technically obsolete, creating unsustainable maintenance burden and blocking the launch of new services
- Broken Applicant Experience — Each grant program ran its own siloed portal and login, forcing applicants to navigate multiple disconnected systems for what should be a single journey
- Talent Ceiling — Recruiting specialist developers was slow and costly; the agency needed to dramatically increase delivery output from its existing internal team
The Solution
KT2i architected and delivered a consolidated grants management platform on OutSystems Cloud, running two parallel delivery streams — a citizen-facing applicant portal and an internal grant governance suite — so both layers of the lifecycle were modernised simultaneously. Fifteen internal developers were trained and structured into four agile squads, transferring full platform ownership to the agency from day one and eliminating long-term vendor dependency.
- Unified Applicant Portal — Six siloed legacy systems replaced by a single platform, giving applicants one login to register and apply across all digital economy programs
- Automated Grant Governance — Internal Grant Approval Committee application delivered in 7 days (original estimate: 100), with digital scoring, automated review workflows, and full compliance audit trails
- Legacy Consolidation — 18 of 29 targeted legacy applications decommissioned; shared services (SSO, user management, data integration) built once and reused across all modules
- Capability Transfer — 15 internal developers trained in low-code delivery across four agile squads, giving the agency permanent, self-sufficient delivery capacity

The Final Results
- Delivery Speed: Grant Committee application live in 7 days vs. a 100-day estimate; overall portfolio velocity 2× faster than prior methods
- User Reach: 10,000+ users onboarded at launch; platform architected and tested to scale to 900,000 as programs expand
- Operational Efficiency: 50%+ reduction in legacy application footprint, cutting infrastructure and support costs while redirecting developer capacity from maintenance to innovation
- Risk & Compliance: Cloud-native architecture with built-in RBAC, audit trails, and government-grade security standards — eliminating compliance exposure across all grant programs
